Everyone believes they know them; no one has written them down. The symptom is easy to spot: ask a risk mapping exercise which objective each major risk relates to. If the answer fits into a generic category \u2014 \u00aboperational\u00bb, \u00abregulatory\u00bb \u2014 the link to objectives has disappeared.\n          <\/p>\n\n          <div class=\"arcad-grc-gouvernance__note\">\n            <strong>Why this matters:<\/strong> A risk only exists in relation to an objective. Without an explicit objective, scoring becomes an abstract assessment, and prioritisation an exercise in opinion. This is one of the most frequent causes of bulky and largely useless risk maps.\n          <\/div>\n\n          <p>\n            Drafting objectives does not require a heavy strategic exercise. This decision rests with the board. It is often delegated, by default, to technical functions which produce thresholds \u2014 which are not governance choices, but parameters.\n          <\/p>\n\n          <p>\n            A useful risk appetite is formulated in terms that are intelligible to a board member: which risks the organisation is prepared to take in order to grow, which ones it refuses regardless of the potential reward, and where the grey areas lie.
